The Wisconsin Department of Health Services (DHS); Division of Care and Treatment Services (DCTS); Sand Ridge Secure Treatment Center (SRSTC) is recruiting to fill a Program and Policy Analyst Advanced position in Mauston, WI.
Sand Ridge Secure Treatment Center opened in 2001 and houses Wisconsin's Sexually Violent Persons Program. The goal of the center is treating and teaching patients with a history of sexual aggression toward the goal of providing a safe return to the community.

This position leads the design and monitoring of Quality Management (QM) and Quality Improvement (QI) studies at SRSTC and Division levels, including collecting, compiling, and communicating data and analyzing study results. This position develops and implements facility policies, procedures, and strategic planning that improves the quality of care and quality of life experienced by patients. This position provides data and information to facility management, as well as Division and Department leadership, as requested, on emerging quality issues; provides QM/QI consultation and training to programs and staff, advocacy groups and consumers, and as requested to State Legislators. This position contributes to the synthesis and analysis of multidisciplinary QM/QI data to inform facility policy on emerging issues. The responsibilities of this position entail the use of QM/QI and measurement methods; development and completion of complex, specialized QM/QI studies; and ability to contribute to substantive analysis of the studies.
Due to the nature of these positions, all applicants will be required to allow the DHS to conduct a background check to determine whether the circumstances of any convictions may be related to the job being filled.
All appointees will be required to receive a TB test, which will be administered by SRSTC or medical personnel approved by the facility prior to their start date.
Minimally qualified candidates will have:
- Experience designing and implementing quality management/quality improvement (QM/QI) projects
- Experience with data collection and analysis to improve decision making
- Skill in facilitation techniques, communication, problem-solving, and teamwork
In addition, well qualified candidates will have:
- Experience with auditing (i.e., auditing errors, auditing practices for consistency with standards, etc.) and benchmarking (i.e., comparisons of programs, guidelines/standards from other organizations, etc.)
- Experience writing complex reports that include data and analysis
- Experience working within forensic/mental health/ secure treatment facilities (i.e., psychiatric hospitals, correctional facilities, treatment facilities, etc.)
