POSITION DESCRIPTION:

The Highway Superintendent performs professional and administrative supervision and engineering work in directing the planning, design, construction, maintenance, improvement and repair of County highways, roads and bridges for the Pennington County Highway Department. The incumbent provides leadership to establish and achieve an effective, strategic and cost-effective vision for the Highway Department. Responsibilities include ensuring proper care of all County highways, roads and bridges; supervising technical, skilled craft and service maintenance workers; preparing budgets; and developing and implementing department policies and procedures.

This is an appointive position; the incumbent serves at the pleasure of the Board of County Commissioners pursuant to SDCL 7-8-20.

 

Essential Functions:

·         Negotiate and administer contracts, develop bid documents, cooperative agreements and other transactions with other agencies and units of government, private businesses, subcontractors and project consultants. This includes all legal matters with assistance from the States Attorney Office.

·         Direct short and long-range planning, workload and requirements programming, design and implementation of repair strategies, implementation and evaluation of operations and programs for County initiatives.

·         Supervise construction and maintenance activities to ensure compliance with safety requirements and procedures, initiate accident prevention procedures and coordinate traffic-control efforts on construction projects through news releases, communication with various agencies and responding to inquiries from the public and other agencies.

·         Responsible for the preparation and control of the budget for the Highway Department, including control of expenditures. Preparation of the budget based on current and future needs and revenues. Purchase supplies and materials as required for current and future projects.

·         Responsible for the preparation and delivery of the Highway Department annual report.

·         Supervise and provide leadership for all Highway employees. Be actively involved in all personnel decisions including but not limited to: hiring, performance evaluations, disciplinary action, maintaining employee morale and promoting work-place safety.

·         Represent the County in Highway Department related capacities, respond to inquiries by the public and others, and maintain positive public relations.


Additional Duties:

·         Conduct safety meetings.

·         Schedule and conduct new-employee training.

·         Schedule and conduct leadership training for supervisory team members.

·         Ensure employees are properly completing assigned tasks.

·         Ability to motivate employees and achieve work goals through effective leadership. Review and approve employee payroll data.

·         Supervise maintenance and repair activities.

·         Conduct inspections of completed road and other maintenance activities.

·         Attend Board of Commission and other meetings as required or requested.

·         Maintain appropriate vehicle and raw material supply inventories.

·         Maintain professional appearance and relationships with employees, citizens, agencies, etc.

Experience and/or Education Required:

·         Bachelor's degree in Business Administration, Construction Management, Civil Engineering or directly related field.

·         Minimum of ten (10) years of work experience which demonstrates increasing responsibility in highway construction and managing of construction or government operation. General knowledge of county government functions and state statutes affecting local government is preferred. A combination of relevant education and experience may be considered.

·         Ability to operate standard office equipment and a computer, with working knowledge of Microsoft Office programs is required.

·         Working knowledge of Occupational Safety and Health Administration (OSHA), Mine Safety and Health Administration (MSHA), Manual of Uniform Traffic Control Devices (MUTCD), South Dakota Department of Transportation regulations, and hazardous materials.

·         Possess a valid driver license; a Class "A" CDL with tanker endorsement preferred.
